Hello everyone, is there any tutorial video for creating new design rule for your layout.

Very few and then only on a limited set of rules.It is one of the topics I talked to @Robert Feranec about for creating a video about this."...creating new design rule for your layout" -- you do not have to create a "new" design rule for layout, but you may want to use a set of 'existing' rules to match your designs (common set of rules).
