How to perform a cutout for a PA only for the top 4 layers of a PCB

I have a PCB which has the following stackup: 4 layers (65mil width), followed by a copper core (94 mils) and then 4 more layers (65 mils). I need to know if it´s possible to do a cutout on the top 4 layers so that when I place a power amplifier IC the thermal pad of the IC will be in direct contact with the copper core. This way I dont have to use thermal vias. Is this possible in Altium? Thanks!

I would contact PCB manufacturer and ask them how they would like me to specify this in manufacturing documentation. I am not sure if this is possible to make visible in Altium 3d or if it is possible to somehow specify it there. Maybe through regions?
