annular ring is the area around you via hole.
normally the minimum width of the annular ring is 0.15mm (6Mil)

same for " holes" on your throughhole components. BUT, there should be a reccommended footprint design for your component in the datasheet.
if not try to look at similar component datasheets.
for through hole components the annular ring will determine the solder quality because your solder "heel" is mostly determined on the size of the annular ring.
