Swap rooms?
As for moving rooms without the components --> change the size, one side at a time. That is how I do it.

What do you mean with swap rooms? Swap layer? Which components are in what room?
A room has position data (like a region) and a name, that is about it. The rest is in rules (based on the name).
And a room does not need to be on a specific layer to apply to that layer. It applies to an area.

Like I often state -- use as large grid as possible. For rooms I use a 1mm grid.
